ekopoly over poly fiber aerothane

I am painting a couple of cub ailerons that are painted yellow with poly fiber aerothane.
They are very hard to get a good scuff do to the many protruding rivet heads.  I put white
ekoprime on a scuffed end and the primer will scrape off with my fingernail. Should I put the yellow ekopoly
over the scuffed yellow aerothane? Will it scrape off with my fingernail also?

Always clean like crazy be fore any sanding is done to avoid pushing any contamination into the surface. Use red scotch-brite over sensitive areas like rivet heads or underlying structure.  Full adhesion of primer and paint is reached a few days after it has been applied. If the surface was not absolutely clean and sanding residue was left behind then the adhesion will suffer.  Painting yellow over yellow will work but if there is any dark color under the new yellow it will show through the new yellow.
